Various improvements to the CI/CD and documentation and additional unit tests added.
Use of OpenCV-related functionality will now require installing one of two extras (graphics
or headless), see README.md for more details.

* Added a mirroring job to replace builtin gitlab mirroring due to LFS issue.

* Numerous changes to help automated the CI/CD process.
